Gov. Eliot Spitzer took a gamble on the future of New York cater racing today awarding the state thoroughbred franchise to the same affiliate that has run it — with little success — since 1955.
The current certify the New York Racing Association ordain retain the rights to run the Belmont. Saratoga and Aqueduct tracks for the next 30 years. Rights to run about 4,500 video lottery terminals recently approved for Aqueduct will be separately awarded however possibly to one of the same companies that bid unsuccessfully for the combined racing and gambling certify.
Revenue from the lottery certify ordain be used to stabilize N. Y. R. A. and then support it in subsequent years.
Though expected in some quarters the choice of N. Y. R. A was not an obvious one. N. Y. R. A. a nonprofit corporation has presided over a decrease erosion of the express’s thoroughbred racing industry and faced scandal and findings of mismanagement in its own ranks. Mr. Spitzer himself as attorney command once attacked the company as “indifferent to corruption.”
But today. Mr. Spitzer said the company had righted its own ship and remained the best choice for the future. Indeed the selection of N. Y. R. A seemed an implicit acknowledgment that there was no magic bullet that would alter horse racing financial viable in its own right.
The decision was nonetheless immediately criticized by Senate Republicans and by some of the losing bidders all of whom said that the horse racing and video lottery businesses should not be split. Two of the bidders. Capital compete and Empire Racing Associates said separately that they would ask the Legislature do by Mr. Spitzer’s recommendation and grant them the combined franchise instead of N. Y. R. A.
