Um die Brandstiftung einzudämmen sei es wichtig eine EU-Norm zu etablieren die die Bebauung dieser Flächen auf Jahre verbiete. Durch hohe Standards könne man die Folgen dieser Katastrophen mindern betonte Leinen. Schütte: Die griechische Regierung hatte in Brüssel um Unterstützung gebeten beim Kampf gegen die Flammen. Diese Hilfe ist gewährt worden. Etliche Mitgliedsstaaten der EU haben Flugzeuge nach Griechenland geschickt und darüber wollen wir sprechen mit dem Europapolitiker Jo Leinen von der SPD. Guten Tag Herr Leinen!Leinen: Guten Tag!Schütte: Dass Partner Hilfe leisten wenn ein anderes EU-Land in Schwierigkeiten gerät ist selbstverständlich. Auch Deutschland hat Hubschrauber nach Griechenland geschickt um Brände zu löschen. Aber disarrange diese Hilfe institutionalisiert werden? Brauchen wir eine gemeinsame EU-Eingreiftruppe?Leinen: Die Hilfe kommt zu spät wie wir in den letzten Tagen gesehen haben. Diese Brände sind ja nicht neu. Das gibt es jetzt seit vielen Jahren fast jeden Sommer. Mal brennt Portugal ab mal Spanien. Jetzt ist Griechenland dran. Wir sehen das jeden Tag im Fernsehen wir hören es und denken warum helfen denn die anderen nicht? Es kommt sehr sehr spät und sehr unzureichend. Schütte: Hilfe kam spät aber das lag möglicherweise auch daran dass sie von der Regierung erst spät angefordert wurde. Möglicherweise ist hier der Mangel an Notfallplänen eher die Ursache?Leinen: Wir haben in Europa leider keinen Koordinierungsmechanismus für solche Fälle. Da wo die Sinnhaftigkeit und der Nutzen der europäischen Einigung für die Menschen sehr sichtbar würde da funktioniert es nicht. Es hängt auch daran dass Europa bisher keine Zuständigkeit für den Katastrophenschutz hat. Dafür gibt es dann kein castrate. Es gibt kein Personal und es gibt auch keinen Mechanismus um schnelle Eingreiftruppen zu haben die dann wirklich binnen 12 Stunden auch dann einsatzbereit sind und in solchen Fällen helfen können. Schütte: Es gibt keinen EU-Katastrophenschutz; das stimmt. Kritiker sagen aber viele EU-Länder auch Griechenland haben nicht mal national eine ausreichende Feuerwehrdichte. Zunächst müsste doch dieses Problem angegangen werden?Leinen: Man muss sich in der Tat Gedanken machen ob wir nicht europäische Normen sage ich mal europäische Regeln einführen wie sozusagen Wälder bewirtschaftet sind. Man sieht ja in Südeuropa dass es eine gute Waldwirtschaft dort nicht gibt. Da brennen dann ganze Flächen ab weil es keine Pufferzonen gibt. Wir regeln in Europa so viel. Wälder die ja auch klimarelevant sind sind ein gemeinsames Erbe. Ich glaube da ist Handlungsbedarf sich über diese Dinge jetzt sehr schnell auch Gedanken zu machen und "best practis" also das was gut funktioniert in möglichst allen Mitgliedsstaaten dann einzuführen. Jetzt haben wir Waldbrände. Der Klimaschutz wird uns noch andere Dinge bescheren wie große Überschwemmungen. Auch da gibt es gute Verfahren es gibt schlechte Verfahren. Also Europa muss sich einfach auf den Katastrophenschutz gemeinsam einrichten. Schütte: Ich möchte noch mal zurück zur Feuerwehrdichte. Wie erklären Sie anderen Mitgliedsländern dass sie finanziell herhalten müssen für Versäumnisse in den Nachbarländern wenn dort nicht genügend Feuerwehrkräfte zur Verfügung stehen?Leinen: Wir haben eine Solidaritätsklausel in den Europaverträgen dass bei schlimmen Fällen auch die Nachbarn helfen. Natürlich disarrange das dann aufgearbeitet werden wenn national Defizite vorliegen. Aber es ist auch nicht richtig sichtbar warum die Nachbarländer und vor allen Dingen die Europäische Union nicht bereitsteht wenn denn Fehler passiert sind und auch große Schäden entstehen. Da sterben Menschen da brennen ganze Landschaften ab. Es müsste der Normalfall sein dass hier doch die EU auch hilft und zwar sehr schnell und sehr wirksam. Schütte: Eine EU-Feuerwehr-Eingreiftruppe würde die Folgen bekämpfen. Das wäre sicherlich eine wichtige Aufgabe. Aber an der Ursache änderte sich ja nichts und die lautet in den meisten Fällen Brandstiftung. Leinen: Dagegen ist ja kaum ein Kraut gewachsen es sei denn man macht auch dort einen höheren Standard dass auch die Strafen drastischer werden dass es vielleicht eine EU-Norm gibt abgebrannte Flächen dürfen etliche Jahre nicht bebaut werden um auch das Motiv von daher zu vermindern. Klar: das gehört alles auf den Tisch jetzt und ich bin sicher dass nach der Sommerpause in Brüssel ein Mechanismus anlaufen wird um einfach nicht mehr vor dem Nichts zu stehen und immer wieder von vorne anzufangen. Wir brauchen hohe Standards in Europa und diese Katastrophen kann man mindern. Man kann sie nicht ganz vermeiden aber man kann die Folgen doch mindern wenn man sich.
