I tried to come up with a reasonable movement but with such a small number of pairs it's basically impossible unless you're willing for either each pair to miss one other pair or to use a total of 24 bds and have each board played only twice. With exactly 2 tables why not just a team game scored either IMPs or point-a-board. 2.5 tables is the smallest number for which a reasonable duplicate movement can be created.
Campboy's suggestion works well and board-sharing is no problem when you have such large board-sets. One other suggestion - score in IMPs rather than matchpoints and it adds to the interest because then there is a wider range of possibilities on each board than just win/draw/lose.
Richard Pavlicek's web page has all the forms that you would need for this movement except that it envisions 24 boards with 2 rounds of 4 boards against each of the other three pairs. (You could adopt these forms with minimal fuss by skipping boards 4. 8. 12. 16. 20 and 24.) Anyway his list of forms for small games is.
Since you are new at setting up a 2 Table Duplicate you may not realize that you only need 8 Boards to have a 24 Board Match. Simply reshuffle after the completion of each round and play another round. My setup for many years is as follows:Table 1............................ Table 2 Pair 1 NS...... Round 1a..... Pair 2 EWIf you really want only 18 Boards drop the 4th Board from each set. The 6 Stanzas will assure a balanced Duplicate. As mentioned previously the Richard Pavlicek website has travellers and tally sheets for most home Duplicates.
I don't think you need to play 6 rounds to balance it - with the 3-round version (rounds 1a. 2b. 3a in yours) each pair plays against each other pair once the same way at the other table once and the other way at the other table once. What more do you need?In general full Howells with an even number of tables and no sitouts are perfectly balanced in this way. I agree with Gordon about the IMPs - matchpoints are pretty dull for two or three tables.
If you ever played in a home game there is a strong desire for noshing and shmoozing "Breaks" (and possibly a little drink here and there also). People do not want to just play bridge after all it is a social occasion as well. The Breaks also allow the "Scorer" to join in on the fun after tallying and entering the IMPs.
